National Insurance on Return

Rights and obligations when re-registering with Bituach Leumi after years abroad.

Summary

When returning to Israel after living abroad, you may need to re-establish entitlement to Bituach Leumi and health services. Long absences may trigger a waiting period unless a special payment is made. Re-registration is a practical requirement that should be handled promptly upon return.

Key facts and rules

  • Loss of entitlement: Individuals who lived abroad for 18 or more consecutive months and did not pay health-insurance contributions for at least 12 months, or who lost Israeli residency, are not entitled to health services until they complete a waiting period.
  • Waiting-period length: One month for each full year of absence (defined as a 12-month period with at least 182 days abroad), with a minimum of 2 months and maximum of 6 months.
  • Counting days toward the waiting period: Generally, one month of waiting equals 25 consecutive days of residence in Israel. Travel abroad during the waiting period may pause the count.
  • Redeeming the waiting period: Returning residents can make a special lump-sum payment to Bituach Leumi to cancel the waiting period and receive health services immediately (with limited exceptions).
  • Exempt groups: Minors, returning minors recognized by the Ministry of Aliyah, recently discharged soldiers, and certain other categories are exempt from the waiting period.
  • Re-registration process: Upon return, register with a local Bituach Leumi branch, provide proof of Israeli identity and residence, and choose a Kupat Holim (health fund).

Common pitfalls

  • Assuming that Israeli citizenship automatically entitles you to full health services on return, regardless of BL contribution history.
  • Forgetting to budget for the waiting period or the special payment and being left without coverage for weeks.
  • Not registering promptly on arrival, delaying the start of the waiting period and any coverage.

Action checklist

  • Before returning, contact Bituach Leumi to clarify your status, contribution history, and expected waiting period.
  • Decide whether to pay the special lump-sum fee or serve the waiting period with private insurance as a bridge.
  • Upon arrival, register with BL and a Kupat Holim promptly and provide any required proofs of residence and returnee status.
  • Keep all documentation of your registration and the date coverage becomes active.

Important: Bituach Leumi may change practice or rules; confirm details directly with BL shortly before your return.
