  • Waiting period: Individuals who lived abroad for 18 consecutive months or more and did not pay health-insurance contributions for at least 12 months, or who lost Israeli residency, may not be entitled to health services until a waiting period is served.
  • Length of waiting period: One month for each full year of absence (a 12-month period with at least 182 days abroad), with a minimum of 2 months and a maximum of 6 months.
  • Redeeming the waiting period: A special lump-sum payment to Bituach Leumi cancels the waiting period and grants immediate health-service entitlement (with limited exceptions for certain treatments).
  • Exempt groups: Returning minors, recognized returning minors (via the Ministry of Aliyah), and recently discharged soldiers can receive immediate coverage without a waiting period.
